Arena initiative, possible bug

So my friend and I have fairly close total initiative (13850, 14800) to the point where he has a single character with higher initiative than my highest.

When I duel him, my team buffs last (I have higher initiative, so I get barrier.)

When we face each other in the arena, my team buffs second (He takes barrier.)

Again, I have more total initiative, but his highest single initiative is more than mine (and it's not the barrier caster, but that shouldn't matter anyhow.)
I've also heard rumors that certain initiative upgrades aren't even factored in, which to me seems very unfair. All or nothing.

In this troubled age of whoever has more initiative wins, I would thank you in advance for looking into this ... :D
