My normal is on a ninja that I have 3 star of (Mabui, common from kage)
My rare is on a ninja I don't even have, Ningendo, rare from tendo treasure.

That more or less answer all your questions. Thou the rare vs common issue might be problematic on ninjas that were rare on lower treasure (sealed treasure, for example) that becomes common in later treasure. Thou I would assume that it would be classified as common, or it would be REALLY annoying.

My common was 60x Shikamaru MAke-out paradise (event ninja)
My rare was 30x Shurado.

So... no it doesn't answer all my question. If event ninjas are inside the common pool... are there other event ninjas in rare (like Hanzo or Minato)?

Hey

Unfortunately, I can't tell you what the pool consist of.
But I can say that you may receive fragments of ninjas you do not own and yes, you may even receive fragments of ninja you already 5*.
