Are those players you want to Convoy within 15 levels of you?

(i.e. If you're Level 85, the lowest level you can plunder is Level 70 which will show on your list. Level 69 and below will not appear even if you see them run past you).

I bet it's this. Most people don't consider it.

That's why I brought it up, since its wasn't in his pre-emptive answers. I think it might be that too... ;P

Plunder system works with a level structure. Anybody below 15 levels, you may not plunder.
Maybe that's why you couldn't see them?

YUP! It's that! *facepalm* Had to coordinate with one lvl 65 and another lvl 40. Saw the Lvl 65 Convoy but not the lvl 40 Convoy. You know, something like this SHOULD be pointed out in the Plunder Instructions before hand because I was freaking out since yesterday thinking that my account was bugged Anyways, thanks for the help.
