Theres a lack of things to do ingame now expecially to those who are lvl 85 . Are there plans to release these 2 new events anytime soon id appreciate if you can be honest and not just say NO and close thread :) thank you

There's no ETA on when those set events will be released.

Currently, the "Real Naruto Fan" title (Get 200 Points from the Cat Quiz) is in the game. So look forward to the future. But remember, there's no set dates yet.
