I'm not 100% if this is an intended feature or not, but it appears when his clone is unable to attack he spawns a 2nd clone. (Sleep, Blind, etc.)

It's intended.
Considering he needs his clone to perform his passive attack. If his clone is unusable,
His standard will apply another clone.
