If your 1st slot is a combo starter (ex. Sage Naruto, Mei etc..) then OF COURSE u wanna max initiative on him/her.. Your enemies may already be paralyzed or whatever so they can't combo after you
If your 2nd/3rd/4th is a combo breaker (ex. Ao, Shurado etc...) it's still good if they have high initiative but it doesn't need to be the highest. The ideal situation is for u to attack them with a combo starter first (Sage Naruto) and then use a combo breaker to stop them from fighting back.
If they are just support characters (ex. healers, fire main 2.0), it's not really THAT important for them to have high initiative.

I just feel kind of icky not taking advantage of the refine rebate that well . .ugh . . .
But, there will be future rebates and I can save to do it properly in the future. . . . got it.
Thanks! I'll just spend my med. refines right now for immediate power. A refine rebate won't make a difference anyway.

Do you expect to have adv rune income anytime soon? Might not be worth waiting for (you will be ready for your next 7 by the time) if it takes a long time.

Also, purify first, refine second, so you can refine on the highest purify bonus. That might influence your decision somewhat. Chances are, your 6 started before purify came out, whereas out of all your 4s, at least one have a much better purify.

if you don't have adv runes, and you're at level 6, the refine rebate won't help you.
the refine rebate gives you more credit to the next refine, you're very unlucky to have a successful adv refine with the rebate if you have almost no adv runes. plus 100 medium runes is generally going to be a max of 2 level 6 refines (more likely, one). You really don't have as much refine potential as you think you do rn.
Do you have an auto barrier ninja? then total initiative is also important so your barrier gets priority. Otherwise, initiative on your first (maximum) then your second (depending on your lineup).

I agree with the other poster - focus on purifying and trying to get purple or orange purifies in the initiative slot. for a f2p player, yes other slots are good (combo, crit, control c*l be useful), but initiative is 10x more important. injury is such a contingent skill (i.e., it is only useful when you crit) that i don't bother with it. So I don't' really try to preserve blues - or even purples sometimes to try and get a purple or orange in initiative. Initiative is THE skill in naruto for better or worse.
