He just needs to be level 11 to participate in the fishing event. So it might actually be a bug for him since he's level 25.
Unless this event works in such a way where you must be level 11 at the time of event opening, which was Thursday, while he just hit level 11 after. But I not sure about this one. I'm just giving a plausibility.

I think its because some events don't show up on very new servers.

S359 opened just 2 days ago. Somewhere it was posted that, a server need to be atleast 2 week old to see all events of the week.

Yes, your server is relevantly new.
Some events are level restricted and time-based.
