Nope, that is not true. This event is permanent and it will disappear only if you received all Gaara fragments already.

i have some problem too.My server is S34 Shizune and my character name is VernomPlatform (Browser/Facebook/Client) : Client
Server ID : S34 Shizune
Character Name : Vernom
UID (If you are using Facebook account, you can find your UID on the bottom of the page. For players with OAS account : go to your profile - "change nickname") : 200000084858002
Bug Description : Can't claim reward on event first recharge

How much did you recharge ? The rule is you must recharge at least 50 ingots. That is minimum.
