theres one way to guarantee you get match with someone of similar power to yours simply que for a match for 1 min and restart the que before it pass the 1 min mark. 1 min Is simply not enough to match you with similar power since you dont reallg know when everyone else will que on matsuri. the devs could also increase the time for matching you with similar power
