People complained the old 9tails event was "booring" and took too long to kill so they significantly lowered it HP to make it easier. Now instead of a protracted battle it is a race to see who can tag it first and claim their free 100 coupons.

No, it isn't a bug.
The ninetail's hp is 1000 cause it's a new server, it will raise over time.
