Should I focus on leveling up the equipment first or reforging them?

And, are the five basic attributes really better than let's say for example, the Kunai's basic attribute is attack and resistance therefore shouldn't the ideal attributes along with it be
1. Attack
2. Attack *ion
3. Resistance
4. Element Resistance
5. Injury
6. Critical

I hope you'll answer my question because I'm hesitant to consume my leftover ninja tools. :)
