I'd probably focus on leveling them, I just keep running TI's and switch out tools as I find ones with better stats, since if we ever get new tools you c*e your old to to instantly replace it's level.

If you spend too much time reforging and we get new tools you'll reforge them again to new tools, while if youlvel them to max (20 for golds?) you can make new tools instantly level 20.

IMO anyway.
