i think 3star is enough for iruka, since in the future you wont use him much

3* Iruka is fine.

3* Iruka has more stats than a 4* Sasuke.

If you have the coupons to spare why not explore the cave a bit, buy some power, or get some new and interesting ninja?

Just use the fragment refine feature to 4/5 star iruka, might take a few months, but it'll save you few hundred dollars. I trade extra ninjas fragment from the shops, since they're basically useless, then refine those fragments for points. Got mine iruka 4 star that way and half way to 5 star.
