Need confirmation--if i pull in free draw rare ninja--till next rare i need 60 seals scrolls more or it dosent go in seals scrolls spending till rare pull?

From what I understand, the free pulls still contribute towards getting that 60 (60-70 mostly, though some have reported 90) rare.
