ok so, i have burned 400 stamina so far and still only gotten 1 out of 10 possible keys, is anyone else having this happen to them? or am i just REALLY unlucky?

Recommend : Do wanted mission, it give 2 keys per mission.

If it's like last time, the limit for wanted and instance are shared, which means you can get AT MOST 11 keys per day (get an odd number from instance first, do wanted, at 9 you will gain +2 for 11)
At the same time, if you met the quota due to wanted, it won't matter if you spent 3953285920 stamina, you are not getting anymore because you are capped. I would hazard to guess that this is what happened to you.

ok i think i figured it out, it may be a bug. i did mostly plot sweeps and got no keys, just did an elite sweep and got one first try....

So far the characters plate event is the only event without daily limit on how many scrolls you can get
