I have him at 3 stars. I only used him for 9tails TBH. With the 9tails NERF I don't think hes worth it unless you plan on running leaf ninja :

At such price... He's worth it if you have the coupons to spare or are looking for an early game beat*.
I personally wouldn't because late game he's just cannon fodder.

With kage treasure out, iruka is useless in main teams.
I even replaced him in tails, mei,chojuro,water,asuma wb does more dmg then with iruka.
Iruka has his place now in * tier in my eyes.
