That's not the playable character. It's a different, NPC version that can have all sorts of modifications, depending on where you fight - Ninja Exam, Group Instance, Plot, etc.

Ninja Exam, Instances, etc.
Are all different cases. Made harder for challenges.

Those do not affect PVP changes.
