He's in the arena shop. You can get him pretty quick if you do it consistently.
Unless you're referring to the death possession version...?

As i said if you do the math it takes you 166 days to get 100 Hidan (normal version one) frags :c

you get 400 from 2x200 quest per day, 2.5 days to get 1000 to get 5, or on average 2 frag per day.
If I do the math, it takes 50 days to get 100 frag.

That's not counting 1st wins, which I will chalk toward stamina pots just because

On a side note, my hidan is 5 star, I dunt need that heathen anymore.

so it's even faster, just 33 days, woohoo.

I only clear arena mission every 3-4 days, cause it require me using weird teams. So I haven't paid much attention.

Hehehe whoops its 1 am should really sleep XD but it would be easier if they did make a event for more hidan frags but it still take you 33 days to get 4 star hidan :c This post was last edited by Njlr at 2017-1-7 14:18

Hey

Personally, I do enjoy constructive suggestions to help better the game.
However, this is pretty self-needed.

2.0 is bettered the rewards from Arena, Farm him up as much as possible and you'll eventually obtain him.
Event fragments are chosen from random ninja. That's all I can truly say.
