I have Cee and trying him, one of his passive is

Power of Lightning - Increase resistance and defense by 20% for each ninja with lightning attributes on your team.

However, every time a fight start, there is no notification(left part label when a ninja is buffing at the start of the battle) indicating he is using this buff. Also no indication on other ninja with lightning attribute receiving the buff.

Because no other ninja receives it.
It's in individual buff similar to Chojuro.
