How does it work if I already pulled Ao from Kage Treasures, and in Sage I only pulled Oro as my rare, my next rare from Sage is 100% sure Sage Naruto? ( As I already have both Ao and Oro ) or if Ao was drawn from Kage as regular it does not count and I still can get 20 useless Ao frags?

The Ao from kage treasure does not influence the rares you can pull in sage treasure. So yes, it's still possible to pull Ao in Sage treasure and get 20 Ao frags if you haven't gotten him from sage treasure yet.
