Hello!So i know Tobi's chase is dealing a lot of damage..do you know any other ninjas with chases based on damage, just like Tobi?

I don't really know any others off by heart but try checking nin & tai growth rates also along with what their chase uses (tai - nin - tai + nin etc.) Also another great thing to have in your attack/chase is their preferred element, can be test by using the attack on a ninja of that elemental weakness, maybe someone from your group could help out / spar.
