Refined gear only affect the character wearing it. Focus on 1 set of gears for your combo starter ninja only.

This is depend on you, if you have around 120 or more adv refine rune I'd suggest you to focus 1 highest refined gear and do it in event. But if you don't have that much adv refine to spare then imo it's better if you refine all your gears evenly.
