Well, ninjas like Hinata and Neji are probably the best way to deal with them.

Now why is that?
Taunt + dodge.

Since you can't really blind them or disable them in anyway because of root of warrior + lightning armor, so that's out of the question.
You can't really either tank them by using a tank like earth main in front because of lightning mains lightning assassination sword which targets low life targets first. And Raikage of course just targets a random target on your team.

A few possible ways to kind of counter these kinds of teams through other means would be:

1. Denying Darui's barrier or whatever barrier they are using will reduce their damage a lot, so that's one way to sort of reduce the damage output.

2. Having a massive amount of clones from like windmain / naruto / kabuto could tank their hits if the attacker doesn't have bloodthirsty and is able to kill the clones off with 1 attack.
3. Stacking massive shields to hopefully absorb enough damage to be able to kill them before they kill you.

(?) 4. Potentially removing the buffs they have recieved, not sure if there really are a lot of ninjas who can do this on round 1.

As an example for this could be a windmain sage naruto team with iruka + temari/killer bee and such for shields.
The attacks will probably hit the sage naruto clone since it will be the target of low life attacks like lightning mains.
Iruka will provide shields to everyone and if you have temari, she will also apply a layer of shields. Or just killer bee for himself and naruto.
So now you have potentially a meatshield that gets targeted + you have shields in case of Raikage and such.
And you c*so opt to get a lot of clones from wind main which gain a shield from iruka, so they will probably also be able to tank a lot of hits from these kinds of attackers.
Maybe even toss in a normal Gaara and use his mystery to override Daruis barrier?

Lots of shields. Lots of clones. Hinata.

And blind, for water teams; or if there's only one problem child, try Asuma out.

Apart from Hinata that you you mentioned, Earth main with Unyielding passive and Danzo are pretty much the hard counter to these teams. Also running really fast interrupt works, if you have something like Ao with good initiative on move 2, most of these builds don't have lightning main on move 1 so you can just acu him, can't say for Raikage, there isn't one on my server ... yet lol.
