I CAN see this in a mystery thou... Activate and for this turn, a certain type of chase is disabled.
I mean it would have pros and cons compared to interrupt skills like Guy. On the plus side, it can stop a chase that is started by a standard attack, but on the minus side, it doesn't stop the mystery itself which could be devastating in and of itself. And just like an interrupt, it have to be on a "fast" character (with placement and init) or enemy mystery will hit first and (usually) use up all the chases making it moot afterwards.
But no to passive, that would be OP for sure (and also have too big of a variance on power versus different opponent)
