I was wondering what is the highest level for summon rune can go. Also was it worth to fuse the rune or worth more to sell it and get summon frag?

Always have all slots taken by runes, and synthesize them as you go. Unless you reach max. level on all 3 slots for each rune, don't sell them. (dunno if there is max level tbh though xD)
