Never,you can have more ninjas in ranked battle when you reach lvl 45 and 55 i think,you can have 12 ninjas in ranked battle

I'm sorry but you can bring only 4 ninjas with you, that is the maximum number. Your main character + 3 other ninjas.

They leave the extra spots open for clones and so you can move around your teams to determine formation combo orders.

That's the only reason there's 9 spots. Because that lets you dictate more tactical order and positioning. Filling all the spots would just make everyone go AOE crazy.
