The white ones are bugged and do not function. You can send in a ticket to CS and they should be able to assist you in replacing them with proper ones.

Maybe you hit the limit of frags you can store in one box. Try turning them into full scrolls.I have seen this with stake and dango..when they go over a certain number it moves to another box. But if it is in fact bugged CS should be able to help you.
