People constantly complain about ninjas that seem "OP". The thing with Kimimaro is the fact he is only good if either A: You have higher power (by a decent amount). Or B: If he is in 3v3/Arena or any scaled event while you are faster.

Depends on the rest of your line up, But, interupt/CC goes before 20 or 40 or 60 chakra cost then 20 Chakra mysteries then 40 then 60 on priority. Or, just, you know...don't use Auto?

Last I knew most ninjas (Like Naruto (normal) still required it to be 4* even in CN. The only difference is CN prefers (for some reason) to let SR ninjas or Event Ninjas be 3* and Oasis says no....
