Yes; unfortunately the packs can't be distributed without the leader on... you can impeach the leader after 2 weeks, I think, but before then I don't think there's anything you can do

This top group's dominance is well-deserved (as I was once part of it I have a lot of respect for all of its members and I know that the state of the server is not their fault), but it's obviously not good for war if one group steamrolls the others and continues to take its members. The reason why I'm so desperate for a merge is because with 3 groups total and 2 barely hanging on, we're on the path to having 2 or even only 1 group in war, which means less packs, less war rewards, bored and quitting players, and a completely silent server.The three groups are stayin' alive right now (shout out to the ever-patient Exonerated; love you guys ^_^), but just a few snapshots: the leaders of 2 of the 3 are away for personal reasons and will be indefinitely, so other active players have to take over. One of the groups had 6 people online last war (Wednesday 3/29). The group I was in right before Exonerated consisted of a few real players and the remains of the top players and friends who had quit or taken a hiatus, one in the top 10 and one in the top 3 (at the time).We've needed a merge for a long time, and reflecting on some of my friends who quit and some recent shifting has led me to take this a lot more seriously and actually write a request. I speak for every serious player in Server 24; we're getting frustrated at always winning or losing; frustrated at being beaten by or beating the same people; worried that our friends will keep leaving for other servers or for good; and impatient for a much-needed merge with other struggling servers so we can form stable groups and make the game interesting once again.Thank youCarina (Server 24)

People are more than a little ticked off about this, and you're treating it as a joke, so no, it's not funny. I get that there are 2 sides to the argument, but there's an undeniable issue when people are spending a lot on something they thought they had gauged the percentages for, and not getting what they paid for. I'm not you, but if I were, I'd keep these to that server or Discord PMs and stop irritating people online. We're a belligerent bunch.

Another idea for anbu and elite (because they really can't do much XD) is to give them another role, like TI-helper or lightning-main-question-answerer XD It really depends on what the leader needs/wants; if he wants to rule alone or have helpers for when he's offline, he can make a rule for that.

I'm lucky enough to be in a group with so few players that I have too many packs XD so if y'all want like 3, I'll trade you for some more coupons... XD ehHonestly packs are the thing that I imagine splits groups up more than anything else. It's a pain to keep track of them and everyone feels like they deserve one. I think that giving packs only to "core members" could work in some cases but not in others; it depends on the mood of the group I guess. I dunno, at my last group we went by participation first and then who had the least refines second. And that worked for us but there's a lot of systems out there. To keep people happy, we'd sometimes have to count on some of those "core members" relinquishing their pack privileges (like people who buy seals, or people who don't care about them) so that we could spread the love a bit.
