This depends on your server. Like for mine, some events (like this monthly event, or the "Try Your Luck" roll) reset at midnight, but the ninja day (for missions and stuff) resets at 5 am. Im sure your server has a similar characteristic.

So if you, or you know anyone that rolls "Try your luck" daily, get them to tell you when that reset time is (should be 5 hours before the daily reset though)

Why would you lose points? Mine carried over to the new day. Its a monthly event. Week 2 has activated for me and I see my leftover points doing just fine.

You wont be getting points for the daily TI in week one, since you failed to claim it before that page got grayed out.

For the summons, you should only be able to claim that week 2 weekly event if you used 20, not 10. Do you see your count increase to 1/2 at least?
PS:
I'd test the summons thing but maintanence is in a few hours and I'd kick myself if I used 20 scrolls before maintanence and a summon event came out :P
