IMO you should never stop leveling/freeze because everything can be obtained from playing the game to its fullest.

-You want main frags daily...then do main plot, the daily will complete itself.
-You want magatamas...then do ninja exam daily and hot topics reward bag.
-You want specific ninja frags do the daily elites for them, btw you cant get most frags from shops or black market.

Trust me theres no point in freezing your level when you can still gain power and frags while doing quests daily, because at some point you will notice a pattern in which you wont be able to level up daily so it will be good that you have taken advantage of leveling as much as you can.
