it is supose when you use the skill and you have more than 70 of chakra the skill do not have any cost of chakra, not instant reset i sink
and in the passive skills, alot of ninjas have things like repuls, knok down, hig or low combo, that it is a especial state
You check your other ninjas and check what ninja (in passive talent) have somithing like chase REPULSE and he with azuma will make a combo atack, if you other ninja chase REPULSE and atachk with low float combo put a 3rd ninja who chase low float and go on with this to make perfect combos with your formation
