Bumping.

After testing him recently this could use some looking into. Currently the only person he seems to buff is himself, so this might be another wording issue, or he is actually not working as intended. Hopefully we can get a definitive answer because if intended it unfortunately makes him way less powerful in my opinion, and I admit I'll be a little disappointed. Either way looking forward to hearing from a higher up, thank you for your time.

Thank you Daiske, I appreciate the effort and the quick response.
A little bit of follow up, I was testing with the 2 star version of Shikamaru and using GNW Kiba, and Sasuske who according to the simulator are both Hidden Jutsu.

Additional Point of interest: Kiba seems to be missing the symbol that denotes him as a user of Hidden Jutsu, possibly another issue there.

I also spent quite a bit to get this ninja, so I figured I'd do some further testing while we waited for a response, and I've learned quite a bit more. The major discovery is that Shikimaru does work, just not with all the ninjas he's supposed to.

Using the simulator to filter Hidden Jutsu ninjas I tested all the ones I had available. It turns out Suigetsu, Hinata, Kiba, GNW Kiba, Neji, and Sasuske are all not working currently. A few other discoveries were Suigetsu and both Kibas are missing the symbol that marks them as Hidden Jutsu, and while Neji doesn't work, GNW Neji does.

There were some ninjas that I couldn't test but at least we know Shikamaru does (mostly) work and it hopefully won't be hard to fix the others now that we know more.

Any word yet on this one Daiske? Also bumping because I added more information that you might have missed.

I went and did further testing to see if it was fixed and it doesn't look like it's there yet. Something is either still off, or the wrong ninja's are marked as Secret Jutsu.

Testing done using the simulator to identify Secret Jutsu ninjas then using the ninjas with Secret Jutsu symbol in game. (I can obviously only test the ones I own.)

Suigetsu - Simulator says Secret Jutsu but he lacks the symbol in game; Doesn't work.
Obito - Works.
Itachi Uchia- Doesn't work.
Tsunade - Works.
Hinata - Doesn't work.
Shino - Works.
Shino - Works.
Kiba - Simulator says Secret Jutsu but he lacks the symbol in game; Doesn't work.
Kiba - Simulator says Secret Jutsu but he lacks the symbol in game; Doesn't work.
Choji - Works.
Ino - Works.
Neji - Works.
Neji - Doesn't work.
Sasuske - Doesn't work.
Sasuske - Does work.

Unfortunately these are the same test results as last week, it seems it was only a wording change. I really appreciate all the replies you have given us so far Daiske, I hope that fact is not lost, and I believe you can understand why this is a little frustrating after spending to get him last event. To have him offered again on the wheel event this week while not working kind of bummed me out some more, but I'm hoping we can get a faster response from the devs this time because of that same fact.

One more Bump here after learning that Daiske is no in charge of customer service, and also reading Shikimaru now might not even be available for a long time.
Firstly thank you for all the responses Daiske, and welcome Tobei. If it's possible I'd still really appreciate getting some more feedback on this issue. Please let us know if there have been any updates, or they are at the very least are aware of the issue. Thank you for your time.

By this point I'm just beyond disappointed. This is a ninja many people have spent money to get, and through all my testing he doesn't seem to function like he should. I guess it's a good thing he's possibly going away for awhile... But it still doesn't give me any confidence on spending on things in the future.

It's been a week so figured it couldn't hurt to check in. Tobei would you be able to tell me if they are at least aware of this issue, I kind feel like I'm going crazy here lol.
