Gather some strong players, like 10 including yourself and make a new group for resource gain.
At first it maybe rough because you will lose your power because group skill is gone and you have to build your group from scratch. But as time go you guys can enjoy your free packs everyweek also give more chances to people who stay at your original group to get packs.
It's a win win for everyone, when the merge come you guys may just disband and go back to your original group.
that really doesn't fix the problem if 54 people can play in the great ninja war why not up the packs to at least 15, the 5 scroll pack is a good idea, your way is not indicative of a team player your suppose to help your group mates not cut and run so you get better reward -
