I get what you're asking. No, the skills don't "stack". Priority goes to whomever is in the lead position.

Basically the reason Hinata isn't using her chase is because you have the wrong positioning. Move the ninjas around until she starts working. Your main needs to be in a later position than Hinata. As long as she has the priority to go next then she'll acupuncture Knocked down enemies.
