I believe Chakra Disection blade is just a chase skill which transfers knockdown to high float, kabuto has a critical one, and shizune has a poison one. I use both in my team and they're pretty important to the combo.

Sealed point palm strike is a chase repulse cause knockdown + acupuncture. Again, if your team needs this specific chase and cause, it's very useful. Regarding never acupunturing an enemy. Make sure you're actually triggering this skill in a combo. Also i think genjutsu mirror will reflect the acupuncture.
There really isnt any useless skills, everything can be used with thte right teams.
