How do you increase dodge rate ?
Can normal ninja do it?
For ninjas like suigetsu and itachi do you just increase there nin, or tai to increase the dodge rate?

For me, I've always found Refining my equipment to a higher level to increase the dodge rate. Especially with Hinata in the Ninja Exams. based on the Refine stats, I'd take a guess as to say that Combo Rate is the best chance of increasing Dodge rate. Even by a bit. The description is that it reduces chance of getting Combo'd. And lower combo = less hits. So that may help. Not 100% confirmed though
