It kinda bugs me a little:
1. Create zillions of servers, like 2 every two days
2. They are almost empty
3. Nothing happens there ever, because either one group takes all or there are no groups for war, can't even kill kyuubi etc.
4. Merge the servers, tons of unnecessary work, tons of unnecessary anguish for players...

Isn't that a bit crazy? Couldn't they just open like 1 server per week after the initial few, it would be enough.

It's what you call it a bad design. Instead of having only few number of servers and easing up the lvling process for new players we get these new servers every *ed week for no apparent reason that only create empty spaces with time.
