1. This only applies to the seal scroll pull, not the bond ones.
2. It can be ANY 3 star, not just the listed ones, the listed ones are rare and you will only get them about once every 60 scrolls (6x10).
3. Most of the unlisted 3 star ninjas are common ninjas that you can easily and likely get elsewhere. If you pull one of those, it will be converted into 20 fragments (1 star is converted into 5, 2 star 10, never the full 80)
