I have never thought of anyone as a spy :D
We kick inactives normally.
I don't require anyone to give donations/contributions though I HAVE asked that everyone at least try to donate from time to time.

We have the 2nd highest level group(by a bit) at rank/lvl 7 almost 8.
We always have the same people and their alts in GNW.
Everyone that joins the GNW is usually active in the group with 90% of those giving at least some donations to the group.
The less active ones never show up on Saturday(big day!)....

So I never feel like anyone is a spy...unless they are an OP spy that covers their tracks....but if they do...then they are still giving donations :D
