Go into your ''Ninja'' menu, then choose middle ''Train'' option at the top. In there one of the drop down tabs is called ''Create Status''. From it you can filter ninjas that do Stun, Chaos, Acupuncture all of which cancel enemy skills. Also Ninjas that do interrupt like Guy and Neji can cancel skills.

TL;DR Ninjas that do Chaos, Immobilize, Acupuncture and Interrupt can cancel skills.
