Ok imagine taking 2 months when you hit 80 to slowly level that way to 85. When the level cap increases to 90 they can practically jump immediately to 90.

Quest line 80-85 to jump then to 87 and then 85-87 to jump then to 89 and they just level up the last part of it. Freezing works when you want to wait for the level cap.
