What makes the difference between 2-star 9-tail naruto and 3-star? AFAIK he gets a stat boost and his passive gets a boost. 4-star gets a sweep basic attack, right? What makes him suddenly viable?
Apparently Gaara is a monster tank in the lower levels, regardless of synergy? Of course Wind characters get a boost from him, but isn't he just really good anyways?
So if I were to choose Wind main character to utilize Gaara to his fullest extent before level 60, how would you compliment those two?

Gaara is a a very good tank simply because of his shield and the fact that he cant be CC'd. In arena, usually the players who just start dont have characters which can cause poison or burn, which is why Gaara is such a good tank in lower levels.
I only have experience with 2 star Gaara, so im not sure about the higher tiered. In my experience, I would say that the Water Main can be a lot more beneficial if you want to build your team around Gaara. Gaara wouldnt take too much damage, and when he does, your water main would have a boosted heal due to "Healing Tips" While your team stays healthy, the poison from your water main will slowly widdle down the other team.
The wind main is good in teams which want to create high combos. Since Gaara seems to be lacking chase, I dont think she's the best option. Sure she can spam clones and cleanse CC later on, but it wouldnt be helpful as you would need well balanced teams by then. Not just a single tank or two. Which means you might end up swapping out gaara.
Im only lvl 51 right now. But Im Six Paths Sage in Arena on S1. -

Gaara does get a chase (I think at 3-star), High float that causes Knockdown. That's why I was wondering if I should go Midnight Blade, cause he can chase Knockdown.
Yeah, I'm aware that Gaara will fall out of flavor eventually. That's why I'm wondering which character I want to play before level 60. At level 60, I'm probably going to switch to Scarlet Blaze (Fire element).
But I want to utilize him as much as I can, since getting a 4-star ninja and an Elite tank so early is a big boon.
So do you think that if I would want to build a team around Gaara, I should go for status effects like Burn/Poison, or try to stack up Wind ninjas and chain comboes like with Wind main and Kankuro?
Or maybe something else completely?
Not gonna lie, when I was using my Gaara Stall team, I won alot and rose very quickly through the Arena ranks, but it was an AUTO team, and even if i played manual it was very boring.

HEY GAARA CAN SAND BURIAL.
5k DMG, repeat. It was super boring.
But when i built the Kabuto, Kakashi, Sai team, it made combos and it was a lot more fun. There was a lot more choice to have. It's all about what you want to do.
Specifically regarding Gaara and Wind Main, like i said before, Gaara isnt much of a combo machine, so he's not very efficient with the Wind Main which can create a lot of multi hit combos. -
