Now to answer your question, treasures have a chance to give a 3* Ninjas or 3* Ninja fragments unless you perform a 10 draw which then guarantees a ninja or fragments.
It is definitely not a bug, you just aren't "lucky" enough.

They removed the 96,696969696969% chance to get 1 out of 4 starter ninjas which are Kakashi, Karin, Zabuza and Shizune.
Yes I know they never confirm it guarantee because like you said there are chance to fail but there is another guy created a similar thread in general box that said he tested it with 3 different accounts.
Other servers also has this feature just different starter ninjas.

Clearly, you haven't had any gaming experience or are just * on the topic. I am also one of the players who didn't get a 3 star ninja on my second draw. Servers prior to this ALWAYS gave a GUARANTEED 3 star ninja on the second seal scroll obtained from the mini client bonus giveaway.

When you mentioned it's about luck, I guess 99% of the players are unlucky? 2 days have passed and I haven't bumped into anyone who has a 3 star ninja yet (except for those who purchased Gaara).

So, as mentioned by one of the people above, you can't deny the fact that you removed the feature or drastically lowered the chance of obtaining one. I think the reason they did this is to encourage people to spend on the 4-5 dollars on purchasing Gaara and to highlight his importance as he will be the only 3 stars you'll see early on.
