Do not create threads in News section of the forums, this should be posted in either Customer Service or General.
Now to answer your question, treasures have a chance to give a 3* Ninjas or 3* Ninja fragments unless you perform a 10 draw which then guarantees a ninja or fragments.
It is definitely not a bug, you just aren't "lucky" enough.
