you can't see if she has battlefield cd or not if you don't have her. That's problem so better just wait for those whale to spend their money 1st

It's easy to check if this is a unbuffed or nerfed version. Go to CN, ask if anyone has her and see if her's mystery has bcd or not. If yes mean this is a nerfed version and vice versa. Still waiting for actual info with pics.

Because we will know if this version of her in NA is unbuff or nerfed. And by the look of pics above me I can assume it's her unbuff version on NA right now.

How come it's a same thing? If this is her nerfed version on global server right now then how come in CN as someone showed us above she don't have BCD? Why CN didn't nerf her yet? If on CN she still has BCD then you can say this is nerfed version on global.

Unbuff = not buff yet
Nerfed = already nerfed because op

You said this is nerfed version of her on Global server it mean that you just said she won't get her buff because why would anyone go buff a nerfed ninja later?
Next is from the pic of her in CN version we can see that she has NO battlefield cd which she has on our version. This mean she will receive her buff someday WHICH will delete her BCD just like how she is on CN version right now.

In CN they nerfed both mystery and passive of Tobi.
In TW they nerfed passive only.
In DE they nerfed both just like how CN did
And so far I don't see anything different from global and DE yet except rewards from events.
I used to believe what they said but for now I assume we will go exactly what CN did or atleast what German version did because both are being run by oas anyway. That's why I still believe she will get her buff someday until she get nerf in CN. Well but that just me, I don't force anyone to believe me.
