They are probably saving the seal rebate for when kage treasures comes out to make it more rewarding.

I believe GNW Tenten has a 0 battlefield cooldown but her mystery costs 60 chakra to use.

Once kage treasure comes out with the ninja it holds it will be easier to get chakra in the first round depending on your team.

Dang they must have changed that recently, or maybe it starts out like that then they change it down the line. Either way she is still worth having on a team.
