I think it's lag, cause even if no-one picks skills your ninjas will just start normal attacks, it doesn't wait 1 minute for enemy to pick skill. Probably just bad connection between you 2.

Pretty sure this game is peer 2 peer connection because i see this in TI a lot as well, when game just waits like 20 seconds before anyone moves and that's usually when i am with players that are far away from me geographically.

Ok then im just freaking out over nothing ill edit it out.
