If I understand this correctly...
All I can say is....This is not a turn-based game.
If they use a mystery skill or they don't...it doesn't take any longer.
The sequence just changes.

Mystery skill - then standard attacks...
or standard attacks then mystery skill(though only some....others get sent to the next round if activated too late)

So I would have to have this scenario uh....described better lol
but overall...if they activate a mystery skill or don't. That's their choice.
We're ninjas...we're supposed to be able to stall until we can find an opening anyways BUT this game still rolls at the same pace whether you activate your mystery skills instantly or not.

I do have to say...there are times where it's better to wait before using mystery skills as to stop the enemy from acupuncturing or interrupting your skill and wait till the enemy uses their chakra and then use your mystery skill. This would be in the same boat as your..."stalling" though it's actually smart play because you are being careful of when and where you use your mystery skills for maximum damage.
