they cant change the amount of fragments because that would change the amount of fragments for those that buy them in the shop

by level 60 you should have all the blue and purple summons and after that there is nothing else to do but sage world battlefield to get points for the shop, so you just stop using that feature

the orange summons you need luck when you use the free scrolls.

what they could add is a feature where if we kill a summon after we already have it we have a chance to get a summon scroll fragment, that could actually work without changing the game too much and revitalising the feature of fighting summon dailly

Just trying to build on BossMan7's idea and at the same time revitalize a feature that stops being usefull very fast.

The idea is that if you already have the summon, you would still be able to challenge them, which we cant at the moment, and it would have a 5-10% chance to drop 1 summoning scroll fragment or 25-50 summoning points.

That way it would revitalize the world summons feature, and it would give us a way besides Sage World Battlefield and a few events to work towards orange summons and runes.
